It means that every player in the game at one point has the chance to deal the cards. In Texas Hold em poker every player forms a five-card hand from seven possible cards. Two of these seven cards are dealt face down to each player and are known as hole cards. The other five cards are dealt face up and are also called community cards. On each betting round in Texas Hold em game the player has the following options: 1. Open - the player to the dealer's left is first to act.
